Sudipta Singh is a strategic, results-driven technology executive with 25+ years of experience spanning digital transformation, enterprise architecture, and IT portfolio management across public and private sectors. His work combines strong project leadership with a deep technical grounding in data, analytics, semantic and generative AI, and cloud-native solutions — aligning enterprise IT strategy with business goals for organizations ranging from state government to Fortune 500 media and technology companies.
He currently leads Talent on Tap, LLC, the company he founded in 2018 to develop intellectual property and support charitable and theological outreach. Through Talent on Tap he holds a US patent for a modular, customizable guitar design (the "Singuitar" project), publishes original writing on AI ethics and physics, and in 2020 published his first e-book, "The Law," on Amazon. From April 2023 to May 2026, he served as CTO / CIO / Chief Privacy Officer for the Rhode Island Department of Health, where he led a $50M IT portfolio of 165+ applications supporting 800+ users across 150+ public health programs — including the design and rollout of a new State Health Laboratory, the Office of the State Medical Examiner, and a state-wide infectious disease surveillance system integrated with the CDC.
Earlier, as Chief Technologist and Innovation Lead (Americas) at DXC Technology, he closed and delivered over $250M in contract revenue for Media & Entertainment and High-Tech clients — including chartering DreamWorks' next-generation cloud animation platform and building a fully automated TV ad-sales system for CBS. His 13 years at Cognizant Technology Solutions as Business Unit CTO saw him double a $40M P&L and lead enterprise architecture programs for Dun & Bradstreet, Nielsen, Lexis Nexis, Pfizer, and American Express, among others.
He holds a degree in Metallurgical Engineering from the Indian Institute of Technology, Kharagpur.
